Agricultural Strategy
Development of agricultural activities in the fields of aquaculture, agriculture and livestock processing industries, production of semitropical, nucleated and irrigated-grown fruits especially on lands that legally are only suitable for agricultural activities using the safe and abundant water resources of the region and the opportunity to access proper markets.
Transit and Re-export Strategy
Development of transit activities and converting the region into an import, export and re-export mega-port due to suitable connecting roads in the post-bank area as well as excellent geo-economic position and the presence of Jolfa Customs as an entry and exit hub at national scale.
Higher Education Strategy
Promotion of higher education in the region due to the possibility of attracting a large number of Iranian students abroad and enjoying the facilities of academic hubs of the province and neighboring cities,
Industrial and Mining Strategy
Development of mining activities, energy-related industries and other privileged industries as well as establishment of industrial clusters in the region relying on proximity to Tabriz as one of the major industrial hubs of the country and using the advantage of access to abundant energy and human resources as well as suitable markets opportunities in addition to the development of construction industry considering the growing needs of the region to provide infrastructural measures, especially with regard to the position of Julfa in national, regional and provincial outreach projects.
Services Strategy
Development of sub-specialized medical centers in order to meet the trans-national demands and improvement of service facilities with regard to the role of various applications and paving the grounds for the establishment of service centers in the Free Zone.
ICT Strategy
Establishment and expansion of ICT in the region due to the relative advantage of Aras Free Zone in access to national telecommunication infrastructures and being located en route of the East-West fiber optic networks, from China to Europe.
Financing Strategy
Financing the region through supporting and establishment of national and international financial and monetary institutions as well as attraction of Rials and foreign exchange investments, especially the assets of Iranians abroad based on the general policies of Act 44 of the Constitution and legal privileges of free zones for investment in the region.
Environmental Strategy
Elimination of environmental legal limits of Aras Free Zone through amending the rules and regulations or resorting to creative initiatives for activity in regions subjected to specific environmental regulations
Investment Strategy
Enhancement of region’s competitiveness vis-à-vis competing free zones to attract investment, given the high potential of the region, especially through the assets of Iranians abroad in coordination with the executive agencies in the region and improvement of specific legal facilities of free zones and covering the investment risks with the establishment of related financial and warranty institutions.
Tourism Strategy
Development of tourism, particularly in religious areas relying on the presence of Saint Stephenson Church in the region and the possibility to create easy access to Qara Klisa Church, and “Ecotourism” given the pristine nature of Julfa using the Aras River, and “Historical Tourism” with regard to historical castles of the region particularly Qal’e Babak located at the vicinity of the region, and “Business Tourism” with the presence of border markets, and “Therapeutic Tourism” due to the potentials of the region in this regard and its hydrotherapy advantages.
